Official Cary Statements Regarding Law-Enforcement Records Involving Former Town Manager Sean Stegall

“In response to a recent public records request made by the media, Town staff compiled non-public police records from 2016 that mention former Town Manager Sean Stegall.

When these documents were presented to the Council for the first time on February 5, 2026, we asked staff to release them to the community given the unprecedented circumstances surrounding Sean and his activities while Town Manager.

These documents are concerning and raise many questions, questions for which we don’t have answers, and we won’t speculate on what happened nearly 10 years ago in the absence of facts and further evidence.

As has been the case since we asked for Sean’s resignation on November 20th and every day since then, our goal with this information release is continued transparency, something we lacked with Sean.

The Town of Cary and our community are more than one person’s story. We will continue our work to learn all there is to know about what occurred under Sean’s management, be transparent about our processes, and take appropriate actions consistent with our legal obligations and our values.”

From Cary Police Chief Terry Sult

"As Chief of Police, I oversaw an inquiry into potential law enforcement records that might be responsive to a public records request made by the media concerning police activities at 607 East Chatham Street from 2016 through 2017.

After finding records that involved the former Town Manager, I recommended to the Interim Town Manager, Town Attorney, and Cary Town Council that these records be shared with the general public in accordance with State law.

No charges were ever brought against Mr. Stegall in this matter, and there’s nothing in my inquiry that warrants further action.

The Cary Police Department remains committed to professional, impartial law enforcement and to serving this community in accordance with the law. I have complete confidence in the men and women of the Cary Police Department, and I’m proud to be their chief.”
