A pre-application conference provides applicants or property owners an opportunity to propose a draft idea (rezoning or development plan) to the Development Review Committee (DRC) and receive feedback before deciding whether or not to proceed with the project. To schedule a meeting on the DRC calendar, a completed application and sketch plan for the proposed site design must be provided in the electonic plan review portal.

• Sketch plans must include land use, north arrow, scale/dimensions, buffers, streetscapes, access, parking, building locations, preliminary location of storm water devices, area of site, lot sizes and number of lots (if applicable), and other relevant information.

• Development proposals which require a pre-application meeting include:
• Rezonings seeking Mixed Use Overlay District (MXD) & Planned Development District (PDD) zoning and Planned Development Districts (PDD) amendments
• Development Plans
• Special Use Permits
  
  
• Pre-application meetings with the Development Review Committee (DRC) must be conducted within twelve (12) months of the initial project submittal. 
  
  
• Pre-application meetings are requested through the pre-application conference request section of our electronic plan review portal.

Comment review meetings are an opportunity for applicants to discuss review comments received following the Development Review Committee’s initial review of the project. 

• Comment review meetings are intended for the following development proposals:
• Rezonings to Mixed Use Overlay District (MXD)
• Major Development Plans
• Complex Minor Development Plans
  
  
• Upon requesting a comment review meeting, the applicant will provide a list of questions to be discussed with the Development Review Committee (DRC).  The list must be sorted by discipline (i.e. planning, stormwater, etc.) and reference the comment number as identified in the project’s comment review letter.
  
  
• Comment review meetings are requested on the project’s homepage.

 Development plans are accepted on a rolling basis through the electronic review portal.  The Development Plan Submittal Checklist provides general guidance regarding plan requirements. 

Development Review Process:

• Staff will provide comments once the development plan review is complete.
• Plans that require a resubmittal are submitted at the will of the applicant.
• Plans are approved once a development plan is deemed in compliance with town requirements.

Optionally, upon receiving comments, an applicant may request a comment review meeting to better understand staff’s comments on a review of a submitted development plan.

Applicants will be notified by email for collection of fees.  Depending on the application type fees may be required prior to staff review.
