Cary is committed to serving our community with integrity, accountability, and excellence. As we move forward, we are taking concrete steps to strengthen oversight, improve transparency, listen to employees, and ensure our systems and culture reflect the standards our community expects.
In November 2025, Town Council placed then-Town Manager Sean Stegall on administrative leave after concerns surfaced about over-the-top spending, a lack of transparency with Council, and an unhealthy work environment created by Stegall with many of the staff he worked most closely with. He resigned in December, and Deputy Town Manager Russ Overton was named Interim Town Manager.
Since then, Cary has taken many steps to understand what happened and strengthen how the organization moves forward, including commissioning an outside law firm to conduct an independent review, launching its first employee engagement effort in more than 10 years, and supporting investigations by the N.C. Office of the State Auditor and the Wake County District Attorney’s Office.
