Since its adoption, the Imagine Cary Community Plan (ICCP) has served as a guiding framework in all that we do, including providing high-quality public services, planning infrastructure investments, managing finances, improving transportation, protecting natural resources and shaping future land use. The citizens and community leaders who helped craft Imagine Cary understood that the plan would need periodic updates to remain relevant and effective.
This updated version of Imagine Cary builds upon the strong foundation established in 2017 while incorporating new guidance and addressing contemporary challenges.
This update focuses on two chapters and is not an amendment to the entire plan. The items included in the update are:
- ENGAGE Chapter update to incorporate the new Parks, Recreation and Cultural Resources (PRCR) System Plan
- MOVE Chapter update to incorporate the new Bike Plan and to integrate Vision Zero principles into the existing MOVE Chapter policies.
We are currently collecting community feedback on each chapter update here. Text proposed for removal appears with strikethrough, and new text is shown in red text.
ENGAGE & MOVE
We are seeking both general comments and specific feedback based on the proposed edits. The Imagine Cary updates are based on the following plans:
- The PRCR System Plan was approved by Council on December 12, 2024, after a two-year planning effort, which included various public input opportunities. It will be incorporated into the ENGAGE chapter of the Imagine Cary Community Plan through a comprehensive plan amendment, to be adopted by Council.
- Work on the Cary Bike Plan began in 2023 and is now in its final stages. You can view the draft final plan here. Upon adoption, the Bike Plan will also be incorporated into the MOVE chapter of the ICCP through a comprehensive plan amendment, expected to move forward alongside the PRCR amendment.
- On April 24, 2025, Council adopted a resolution endorsing a Vision Zero strategy. The existing policies of the MOVE Chapter are being updated to reflect the guiding principles established by this action.
