Project Overview

The Cedar Street Parking Deck involves the development of a parking structure with ground-floor retail along Chatham Street. The parking deck, located between Cedar Street, Chatham Street, and the newly constructed Rogers Alley, will contain approximately 300 parking spaces and approximately 4,000 square feet of ground-floor retail space. Cary would own and operate the parking deck, and Northwoods Rogers Condo, LLC will own and operate the Retail Building with ownership structured via a condominium arrangement. The main vehicular access to the deck will be from Cedar Street, with elevators and stairs located in an architecturally distinctive tower element on Chatham Street (as well as a stairway on Cedar Street).

The project is located within the Central Chatham Subarea of the Downtown Special Planning Area of the Cary Community Plan, which envisions Chatham Street as the downtown’s main commercial corridor with vertically mixed-use buildings that accommodate retail, dining, and office on the ground floor with residential units on upper floors.

Overall Construction Process 

  • Tower Crane Installation and Operation – A tower crane will be used on the project to facilitate material delivery and concrete placement. This crane will take deliveries from E. Chatham Street due to the proximity to the Railroad Right of Way and existing power lines on Cedar Street. When the tower crane is not in use, it will be set to "free spin" and will act as a weathervane, slowly rotating freely as a safety measure to limit the wind loads on the crane arm.  
  • Concrete Forming and Pouring - This will be a six-story poured concrete structure. Each level of construction will consist of building forms, installing reinforcements, and pouring concrete.
  • Supports – While the concrete reaches maximum strength the elevated floors will be supported. This process uses electronic monitors to know when that strength has been achieved and the supports can be removed.
  • Interior Infrastructure – Once the structure is complete, infrastructure for lights, IT, and security will be installed.
  • Exterior Skin – The exterior will consist of precast concrete panels and masonry, with metal panel and terra cotta accents.
  • Streetscaping – Once the structure is complete, trees, brick pavers, plantings, and paving will be added to the surrounding area.
  • Construction is estimated to be complete by Winter 2026.
