Overview

The Town Council adopted the Town Center Area Plan in August 2001 to provide a long-range master plan for downtown Cary and its neighborhoods. The plan provides recommendations for the long-term pattern of land uses, development and redevelopment, transportation, housing, and parks and greenways.

Background

A master plan was needed to encourage a vital downtown at the heart of the community, address pressing traffic concerns and to prepare for the development that commuter rail service may spur. Triangle Transit Authority envisions a downtown Cary station as part of a system linking Raleigh, Cary, Morrisville, Research Triangle Park and Durham.

The land use plan that the Town Council adopted for all of Cary in November 1996 targeted several areas for highly specific plans. These areas included Crossroads Plaza and Walnut Street, downtown, and northwestern Cary near the future interchange of N.C. 55 and the Outer Loop. Work on the Crossroads/Walnut Street area was first, resulting in the Southeast Gateway Area Plan in 1998. Planning for the town center followed, kicked off with a community meeting at which residents and business people identified problems and opportunities.

The Town Council held a public hearing June 28, 2001 on a draft of the Town Center Area Plan. On July 16, the Planning and Zoning Board considered the draft and public comment on it. The board recommended three changes to the land map. The Council adopted two of the Planning Board's recommendations and modified the third in adopting the plan on Aug. 9, 2001 with several modifications to the text of the plan.
