Project Update

Fall 2025 Update: Construction on the two dams began in June 2025 and remains on schedule, despite a rainy August. As of September, both lakes have been successfully dewatered, and crews are actively constructing the new concrete outlet structure at the lower lake. We appreciate your continued patience as we work to enhance the safety and resilience of these dams.

Spring 2025 Update: The project has been awarded with a tentative start date of June 1, 2025.

Background

Cary has owned the lakes near Lake Grove Boulevard since 2014. There will be two dams that will be rebuilt and two new outlet control structure. In the 2022 budget, funding was approved to start the design and permitting process. In 2023, funding was approved for construction in the budget.

Project Scope

Cary is committed to strengthening the reliability and safety of its Stormwater infrastructure. As part of this effort, Cary will rebuild the dams and outlet control structure Lake Grove (Twin Lakes) dams which are classified as high-hazard. The dams will be rebuilt to a higher elevation with gentler slopes to meet North Carolina Department of Environmental Quality requirements and enhance public safety.

The lakes will be lowered to allow for outlet control structure installation and dredging, with construction access from Lake Grove Boulevard and a staging area within the property. Construction begins June 1, 2025 (tentative), and will last approximately 21 months.
