Overview
The E. Cedar Street Stormwater Improvement Project completes a multi-year plan to upgrade stormwater management in a four-block section of Downtown. The project involves upsizing and/or replacing some stormwater infrastructure along E. Cedar Street, from N. Walker Street to just west of Roger Alley and rerouting the flow to tie into an existing manhole to resolve legacy street flooding issues. Additionally, the Town will use a trenchless, point repair method at strategic locations to prevent water and soil infiltration, as well as use sealant to address leaks in other stormwater infrastructure.
This is a collaborative effort that draws on public and private contributions, including the cooperation of CSX Railroad, which created additional design and construction requirements. This project will accommodate ongoing redevelopment of the corridor and ensure the stormwater system is fully functional and resilient for future uses.

Details
The primary components of this project include:
- Upsizing and/or replacing storm pipe to increase capacity.
- In-situ rehabilitation of infrastructure immediately adjacent to CSX railroad, where replacement was not possible.
- Abandonment of storm pipes that conflict with existing private buildings and rerouting the flow to avoid impacts.
Schedule
Construction will begin on January 27, 2025, and is scheduled to be completed in Spring 2025. This section of E. Cedar Street will be closed during construction; however, access to all businesses will be maintained.
