Overview

Staff was directed by Town Council to evaluate renaming a portion of Green Level West Road to High House Road, from NC 55 to Green Level Church Rd.

In 2024, staff solicited citizen feedback and prepared a report summarizing their findings on the fiscal and community impact of the street renaming.

In keeping with Standard Procedure 96, Council hosted a public hearing on November 14, 2024 on the proposal, and voted to make a final decision on the renaming at a later Council meeting.

Council made a final vote of approval on June 12, 2025. Wake County's Board of Commissioners then voted to approve renaming the portion of Green Level West Road to High House Road on August 18, 2025.

Cary staff will begin sending out notifications to affected property owners in September.

Background

On March 9, 2023, staff presented their initial report to Town Council on the process of renaming
Green Level West Road to High House Road. Today, the singular road segment spanning from downtown Cary to Chatham County has three names: High House Road, Green Level West Road, and Green Level Road.

Maintaining one street name across as much of the High House Road corridor as possible will help to maintain an organized and continuous street network and will provide clarity to residents and service delivery providers. 

On Nov. 14, 2024, Council conducted a public hearing on a resolution to rename a portion of Green Level West Road to High House Road and deferred action to a future meeting. After considering input from community stakeholders and coordinating with various governmental agencies, staff proposes renaming the segment of Green Level West Road, between N.C. 55 and Green Level Church Road, to High House Road.

Cary Town Council voted to approve the renaming in June 2025, which was followed by a vote of approval by Wake County's Board of Commissioners in August 2025.

Road Renaming Process Steps

• Evaluate renaming with internal departments (Transportation, 911, Fire, and GIS)
• Coordinate with Wake County government and NCDOT Turnpike Authority
• Notify impacted property owners
• Conduct a public information meeting
• Schedule public hearing and mail notice 
• Hold public hearing and vote by Town Council
• If approved - notify property owners, USPS and others

Project Timeline

• March 2023: Staff presented the initial investigation into renaming Green Level West Road
• Mid-to-late 2023: Staff began research on community outreach and current development projects in Green Level area
• Spring/Summer 2024: 

• Staff reached out to individual stakeholders in the area for one-on-one feedback regarding the renaming
• Staff invited all property owners within 800 feet of the renaming to attend a neighborhood feedback meeting

• November 2024: Council hosted a public hearing and staff presented findings and feedback on the renaming
  • Council voted to defer action on the renaming until a later meeting date
• June 12, 2025: Cary Council voted unanimously in favor of the renaming.
• August 18, 2025: Wake County Board of Commissioners voted to approve renaming the portion of Green Level West Road located outside of Cary town limits.
• September 2025: Cary staff will begin mailing address change notifications to affected property owners along the Green Level West Road/High House Road corridor.

How Will I Be Impacted?

• Properties along the affected portion of Green Level West Road will be subject to re-addressing

• New signage will be installed along the impacted portion of Green Level West Road
• Map service providers may experience some delays in updating street names
• The street network will NOT change.
