Conditional Power Requests

If you need to energize your building’s electrical systems before a Certificate of Occupancy is issued, you must submit a Conditional Power Request. This process ensures that the structure is safe and secure while operating under conditional electrical service.  

Key Requirements:

To receive conditional power, the following conditions must be met:

  • Security: All doors and windows must be installed to prevent unauthorized entry.
  • Occupancy & Use: No furniture or personal possessions may be placed in the building, and no one may occupy the structure until the final Certificate of Occupancy is granted.
  • Responsibility: The general contractor and property owner assume full responsibility for maintaining a safe working environment once the system is energized.
The Application Process:
  1. Submit the Form: Complete the Conditional Power Request form.
    • You can submit this with your initial permit application or subsequently via 311@carync.gov.
    • Submit one form per permit.
  2. Schedule Inspection: Once the form is submitted, you must schedule a Conditional Power Inspection
Inspection Outcomes:
  • Approval: For a "Conditional Power" inspection to be approved, the completed form must be on file prior to the inspector’s visit. Once approved, the request is sent to the utility provider (such as Duke Energy).
  • Disapproval: If the form has not been received (and reviewed for completeness) by the time of inspection, the inspection will be disapproved.
    • You will need to submit the form and schedule a re-inspection.  If the form was the only deficiency, 311 staff will automatically schedule the re-inspection upon receipt of the form.  However, to confirm please follow-up with 311.
    • Remote Re-inspection: If the missing form was the only deficiency found during the initial visit, the electrical inspector may complete the re-inspection remotely once the form is received (by 311), without requiring an additional site visit.
